A Rare Mission can only be obtained by taking General Missions.

You can choose to enable MegaMissions if you are at least Season 3 and your rank is at least Jonin. All costs except Chakra are 10x but the rewards are 11x.

Mission AP/XP/Ranking is computed by adding Difficulty * 10 and Successes * 70 to the base value, which is different for each Mission Type and Rank. Bonuses are added to this total.
For multiple stats missions, the Difficulty and Successes values used are those of the primary stat.
Failing a mission awards you with only 10% of the AP/XP/Ranking for that mission.
