So when it says it doubles them for the Village, does that mean the entire village? Or just that your village actions are doubled in effect…I'm assuming that if the former, they don't stack.

I'm pretty sure it doubles the effects of the user's actions. ex. Player A's paperwork actions reduce upkeep by 3%, but he gets megaplow, so now when he does paperwork actions, they reduce upkeep by 6%
