I might be misunderstanding something, but it seems like this item doesn't actually do anything.
You are still getting only 1 storm favor per 7500 MPH

It saves your excess MPH. Normally when you get enough MPH for a storm favor, all of your MPH are wiped the next day. With Dramatic Monologue only 7500 MPH are taken.

For example, if you get 8500 MPH, you'll start the next day with 1000 MPH instead of 0 MPH. Likewise, end a day with 15000 MPH, you'll start the next day with 7500 MPH.
