wrong assumption

on the "maximum required to win", it says you need to buy 1000 attempts.
however, the "assumptions" list includes this incorrect tidbit "The winning number that day is between 1-10, which has a probability of 1/1,000 (slightly less than 0.091%)."
This is not an assumption of that strategy. I would edit it myself but i haven't been a member for 30 days yet.

No, that bit is correct. That assumption applies to the maximum required. If the number isn't between 1 and 10, it will take fewer attempts than the maximum.

its incorrect.
it says winning number not current number. If the current number is between 1 and 10 then you could spend up to the maximum amount. If the winning number is between 1-10 then the current number must be 0 and a single buy in will cause you to win.

The message about the Black Market applies to the entire Party House, not just Over 11,000, and it's already noted on the Black Market page.

Random thought, a good way to go about the brute force method may be, if the EleventyNumber doesn't change at dayroll, to start a few moments before dayroll, so that the price resets part-way through.
